د. مسعود حامد بِشر، من مواليد مدينة الخمس، سنة: 1962م • الليسانس في اللغة العربية من جامعة طرابلس سنة 1986 م . • الليسانس في الشريعة سنة2000 م من الجامعة الأسمرية • الماجستير في الشريعة من جامعة المرقب ( الفقه وأصوله ) سنة 2009 م . • الدكتوراة من جامعة بيروت الإسلامية في الفقه وأصوله سنة 2014 م. الدكتوراة الثانية من جامعة المنيا ( كلية دار العلوم ) في الفقه وأصوله سنة 2019 م.
