Epic Contractors Selection Using AHP (Analytical Hierarchy Process)
This research aims to build a model application of decision-making tools to solve problems associated with the contractor selection for Engineering, procurement and Construction (EPC) projects in the Oil and Gas sector. Taking into consideration the complexity of Oil & Gas projects in terms of technical, safety and environmental aspects, it is critical to choose a competent contractor to build quality plants as per scope specifications and within the specified time and budget. This study also covers problems associated with contractor short listing without proper contractors screening and pre qualifications activities, this might result in low cost bidding from non-competent bidders. Because current local tendering practices favors lowest price regardless of quality, this resulted in enormous problems when executing Oil & Gas projects such as projects failures and delays coupled with the absence of interest in our local market from reputed international EPC contractors. Because contractors screening and bid slate selection is a complex exercise that requires large amount of contractors data gathering and the associated analysis to achieve the required bidders short listing. Therefore, a model for contractors screening and selection was developed in this study where each contractor data base are gathered and analyzed. Such data includes discipline, previous activities, financial exposure, geographical locations, works backlogs and engineering capabilities. The Model called Analytical Hierarchy Process (AHP) was designed to improve contractor selection process based on established criteria. In this regard, 48 criteria and categories (mainly contractor capabilities financial, management, technical, resources etc.) were identified. They were mainly drawn from literature reviews, the author previous experience, lessons learned from past projects and NOC’s & IOC’s experience. The 48 categories, and based on subsequent meetings and discussions with several respected local Oil & Gas projects expertise, were divided based on relative importance to contractor selection process into two parts, Primary (7 categories) and Secondary (remaining categories). AHP is a compensatory decision methodology because alternatives that are deficient with respect to one or more objectives can compensate by their performance with respect to other objectives. AHP allows for the application of data, experience insight, and intuition in a logical and thorough way and enabling decision-makers to structure complexity and exercise judgment and allows them to incorporate both Goal Objectives (criteria), Sub-Objectives Alternatives objective and subjective considerations in the decision process. AHP enables decision-makers to derive ratio scale priorities or weights as opposed to arbitrarily assigning them. In so doing, in this research, (MS Excel) was used in addition to (Expert Choice), one of the prepackaged software that was utilized to study the sensitivity of the results and a case study of selecting a contractor. The AHP model is flexible and user friendly and can be applied at different stages of contractor selection process. In addition it can be utilized as a decision-making for a working group by analyzing the inputs of the working group members and highlighting deviations, biases, results and advising corrections. Utilizing AHP model encourages and promotes contracting good practice of national companies and institutions and enhances the decision-making capabilities and provides for a fair guidance while contracting for major Oil & Gas projects in Libya.

The Use of Simulation in the Analysis of Oil Wells Productivity
احد اهداف مهندسى النفط هو المحافظه على الانتاج خلال عمر البئر . هدا الهدف ممكن تحقيقه من خلال تطبيق مختلف طرق الرفع الصناعى والتى تضيف طاقه للمكن لتحسين او زياد الانتاج او للوصول الى الحد الادنى من كميه الانتاج والتى تغطى التكاليف اى بمعنى كميه الانتاج الاقتصاديه . اكثر الطرق استخداماً هى طريقه المضخه الكهربيه الغاطسه و طريقه الرفع بالغاز.طريقتى الرفع بالغاز والمضخه الكهربيه الغاطسه يمكن استخدامهم فى الابار التى معدل انتاجها ضعيف والتى لا تعطى ارباح اقتصاديه للشركه. كلتا الطريقتين يعطيان معدل انتاج عالى وبالتالى يؤديان الى زياده الارباح لكن الاختيار بينهم صعب والمدير او المهندس المسئول سيأخد وقت طويل لإتخاد القرار المناسب نتيجه لحاجته لعمل دراسه كامله لإختيار الطريقه المناسبه. الان يمكن استخدام المحاكاه للمساعده فى اتخاد القرار واختيار الطريقه الانسب والتى تعطى اعلى معدل انتاج اى اعلى انتاجيه واكثر ربح. ايضا استخدام المحاكاه سوف يقلل من الوقت اللازم لإنهاء الدراسه.فى هده الدراسه تم تصميم برنامج محاكاه لكلتا الطريقتين المضخه الكهربيه الغاطسه و الرفع بالغاز لإيجاد الطريقه الانسب وذلك اعتماداً على عمر المعدات فى البئر، التكاليف، اعلى معدل انتاج واعلى انتاجيه ، تم جمع البيانات الاساسيه للبرنامج من شركه ريدا للمضخات الغاطسه . البرنامج يمكن استخدامه ايضاً لتقييم الطريقه الموجوده سؤاء إكانت المضخه الغاطسه او الرفع بالغاز.شكره اينى للنفط زودت المبرمج بالبيانات اللازمه لتطبيق الدراسه وتقييم البرنامج. تحليل النتائج بين انه بإستخدام المحاكاه العديد من المشاكل يمكن حلها بطريقه سهله وسريعه ، وإستخدام المحاكاه يعطى المستخدم مرونه لإيجاد الحل المناسب من خلال وضع بدائل مختلفه والحصول على نتائج مختلفه والتى تعطى المستخدم القدره على تقييم النتاج واتخاد القرار الصحيح . Abstract One of the objectives of Petroleum Engineers is to maintain efficient production throughout the lifetime of the wells. This may be achieved by applying different Artificial Lift Methods adding extra energy to assist reservoir energy in order to obtain better production rates.[15]. The most common artificial lift methods used are Electrical Submersible Pump and Gas Lift.Gas Lift and Electrical Submersible Pump can be used in wells that produce low flow rates and don’t give an optimal profit to the company. Both methods will give high flow rate and maximize the profit but the choice is difficult and the manager or engineer will take long time to make a study and find the suitable one. Simulation methods can be used now in helping the decision makers to choose the suitable method that gives high production rate that means high productivity and more profit. Also using simulation will reduce the time needed to make a study.In this study simulation software program was made for Electrical submersible pump and Gas lift to find the suitable one dependent on equipment runs life, cost, profit, maximum production rate and productivity, the data collected for the program form REDA oil company. The program could used to evaluate the existing Electrical submersible pump or Gas lift in the well.Eni oil company provided the designer with data for a well to apply as case study and evaluate the program The analysis of the study shows that by the simulation lots of problems can be solved in an easy and faster way and using simulation give the decision makers or the users a flexible way to create a solution by putting many assumption and having many solutions that give him the ability to evaluate the results and make the right decision.

Abstract History of project management return to ancient times since the construction of the great projects that immortalized in history like pyramids, Wall of China, the Gardens of Babylon And many more projects that still witness to the civilizations until today. And for certainly, that difficult and complex project needed many equipment, materials, and human resources... And there is no doubt, that it had been using an administrative system in these projects, but so far, no historian has found any documented information about how they did it! Our present time of competition and development in all fields, specially industry, which it’s measurement is the most important criteria for measuring the development of any community, and there is many types of industries, including the construction industry, which has grown clearly on all parts of Libya, whether in infrastructure projects or investment projects. Despite the important role of construction projects in Libya, but it is suffering through it’s life cycle to a many of problems, leading to delay the completion of these projects. And in this thesis a study applied on construction projects to obtain depending on the questionnaire prepared in advance in compliance with elements of the academic view, and then doing the necessary statistical and computer-aided analysis and the use of modern software then discuss the results in details. Thesis includes the explanation and the analysis of findings that has been done for the problems and determines the impact of these problems on construction projects on (duration, cost and quality)
