هدفت هذه الدراسة الى التعرف على التوجهات الحديثة في إعداد البرامج التدريبية للمدرسين في المعاهد المتوسطة، ووضع التجربة بين الواقع والطموحات التي يسعوا لتحقيقها، وقد اعتمدت هذه الدراسة على عدة ادوات في تجميع البيانات، متمثلة في المقابلات الشخصية مع بعض القيادات ذات العلاقة بالموضوع، وكذلك الاستبانة والتي وزعت على عدد من (المدرسين) الذين تلقوا دورات تدريبية فقط، والتي تم تحديدهم احصائياً (226) مفردة وبعد تحليل البيانات ببرنامج (SPSS) توصلت الدراسة الى ان تخطيط البرامج التدريبية المتبعة في ادارة الفنية المتوسطة تتسم بالضعف، من حيث اعتمادها على الاساليب التقليدية، وعدم التوظيف الفعال للاساليب الحديثة والمتنوعة، القصور في تحديث محتوى البرامج التدريبية، وفق المنظور والتوجهات الحديثة، وبالتالي تبين بأنه يوجد تباين ملحوظ بين الواقع المستخدم في تخطيط البرامج التدريبية، والطموحات التي يسعى المسؤولين والمتدربين من الوصول اليها. arabic 286 English 0

Nowadays, the ‘Circular Economy’ (CE) is a modern topic that benefits business, society, and the environment. So far, the application of the CE has been restricted to certain areas that do not include the field of Information System development. From this point of view, the ‘community source’ model can be considered as an area to investigate the practices of the CE in Information System development. The community source model is a new model in software development that is intermediate between two well-known models (closed and open source systems). The practices of the CE found in projects that follow the community source model is then a potential area of scientific interest. A project was launched to comprehensively analyse this phenomenon. This paper presents the results of the preliminary study to initially explore the CE practices in community source projects. During the fieldwork, community source projects in EU countries were surveyed. The preliminary study concluded that practices such as recycling and resource-sharing are those that can arguably be found in these projects. As a term, a new kind of material has emerged, ‘soft material’ along with the typical kinds of material previously identified in the CE, namely biological and technical materials. This paper comes as a part of an exploratory study with the goal of investigating the applicability of Collaboratively-Developed Enterprise Resource Planning (the CD-ERP Approach) within Libyan public universities. Since it is being proposed in order to overcome the topical issue of Information System (IS) development in Libyan Higher Education (LHE), Libyan universities were investigated to assess IS performance using the approach of methodological assessment. Accordingly, three public universities were chosen to be studied, namely: the University of Tripoli (UOT), Misurata University (MU) and Sirte University (SU). UOT was run as an initial study to identify practical problems in conducting a formal study. Previous papers have discussed the formal study, in which a methodological assessment of IS performance at Libyan universities was conducted. The findings from all three cases are discussed and analysed on the basis of selected techniques and models. This analysis indicates the low level of the ISs implemented in LHE at university-level, as well as the lack of system development capabilities within these universities. This paper focuses on the management of information flow between universities during student exchange. Business process maps are presented and improvements based on the CD-ERP approach are proposed. arabic 18 English 111
