The Libyans Attitudes towards Democratic Transition during the Period from 2012 to 2014

Libya has witnessed a democratic transition process since the early months of 17th February Revolution, 2011. However, after eight years, there is still a gap in the literature about this topic. Thus, this study aims to fulfil a part of this gap by describing and analyzing the Libyan attitudes towards the democratic the transition process in Libya post Kaddafi era during the years, 2012-2014. Currently, the Libyans view themselves as participants in the democratic process that Libya is enjoying since August 2011, when the declaration of the liberating of Libyan was announced by the President ofthe Interim Transitional National Council “ITNC” in Benghazi. The findings of this study demonstrate that the Libyans are no longer view themselves as belonging to parochial or subjective political cultures; and therefore, the rate of registration on the 7thof July 2012 election reached 93%, whereas the ratio of the actual voting reached 65% of the total eligible voters. The negative attitudes towards Kaddafi’s regime have changed into positive patterns after the victory of 7thFebruary Revolution. These positive attitudes towards participation culture are spilled over towards the new political system as well as its internal and external policies. Nevertheless, negative attitudes towards issues that threat the national identity have been reported as the majority of the participants rejected federalism as a political system for the new Libya. The findings also indicate that issues related to Amazigh language, liberal democracy and forgiveness with Kaddafi’s supporters before the interim￾justice takes place were also rejected by a large portion of the sample. Turkey Pro-Arab Stand in the New Millennium: A Comparative Study

Turkey’s policy has become more interested in the Islamic roots of Turkey. Furthermore, global changes have once again brought Turkey's attention to the Arab and Islamic worlds. The relationship between Turkey and the Arab World is old as one can remember. Geographical proximity and cultural ties are among the prominent factors that enhanced the relationship between Turkey on the one hand, and the Arab World on the other hand. The relationship between Turkey and the Arab World becomes more complicated when secularism adopted as a doctrine by modern Turkey. Furthermore, the Arabs during the 1950s and 1960s split into many independent states with different political and ideological orientations. Nevertheless, the focus of this paper is not to describe and analyze the historical-cultural ties between Turkey and the Arab World. Instead, the focus will be on the Turkish support of Arab causes in the United Nations General Assembly “UNGA” in the twenty-first century, a subject requires more methodological attention. The emergence of the Turkish new foreign policy paradigm has resulted in changing its position towards Arab issues, which has shifted from neutrality and indifference to leadership and pro-Arab causes. The data of this study confirmed that Turkey largely supports Arab issues related to the Palestine issue and the ArabIsraeli conflict during the third millennium. However, when it comes to Arab issues of a controversial nature, such as human rights and the Arab-Arab conflicts, Turkish support becomes less clear. Therefore, the environmental changes surrounding Turkey have resulted in increased support for Arab issues in the third millennium, a link that was missing in the context of the traditional Paradigm of Turkish foreign policy.

تحسين القـــدرة الإنتـــاجية مدخل لفهم محــــددات التخطيط الشرائي الفعّـال. ( دراسـة ميدانية بالشركة العامة لصناعة الأدوية والمستلزمات الطبية. بمدينة طرابلس. )

تهدف هذه الدراسة إلى معرفة دور التخطيط الشرائي الفعًال، ومدى أثره على تحسين القدرة الإنتاجية، بالشركات الصناعية في ليبيا. تم اختيار عينة عمدية من القيادات الإدارية العليا، بالشركة العامة لصناعة الادوية والمستلزمات الطبية. حيث أظهرت نتائج الدراسة أن هناك انخفاض في مستوى تخطيط المشتريات، وضعف التنسيق بين الإدارات المختلفة بالخصوص. أيضاً عدم إدراك الإدارة العليا لمهام ومتطلبات وظيفة التخطيط للمشتريات. هذا وقد توصلت الدراسة إلى ضرورة الاهتمام بالتخطيط الشرائي، من خلال اسناد هذه الوظيفة لمتخصصين وخبراء ذوي الكفاءات والمهارات العالية، للرفع من مستوى القدرة الإنتاجية. arabic 293 English 0
